在解放前的上海，流浪儿童三毛无家可归，衣食无着。为了生存，他卖过报，拾过烟头，帮别人推黄包车，但总是受人欺侮，只有与他命运相同的流浪儿关心他，给他温暖。后来，他被流氓爷叔骗去干偷窃行当，好心的三毛不肯，逃了出来。

不久，他又被一个有钱而不能生育的贵妇人收为养子。三毛过不惯有钱人家的虚伪、腐朽的生活，在贵妇人为他举行鸡尾酒会时，纠合一群流浪儿伙伴，扰乱了酒会。然后，三毛脱下华丽的衣服，披上麻袋片，又回到流浪儿队伍中来。上海解放了，三毛兴高采烈地迎接新生活的到来。

虚伪的“上流社会”，让小三毛无所适从。
